The Borno State government has introduced a postgraduate scholarship initiative for underprivileged science students to strengthen and bridge the human capital gap in the state. The Executive Secretary of the Borno State Scholarship Board, Bala Isa, conveyed to reporters in Maiduguri over the weekend that the current government’s goal is to ensure sufficient human resources in the state prior to the start of oil exploitation.
